Random headcanon I've had for a while: Celestia has a Pinkie Sense
She has intermittent, uncontrolled, vague, but accurate predictions of the future (see Twilight's Kingdom).
We know a rare few Earth Ponies have unique "Senses" which match this description. Pinkie-sense (Feeling Pinkie Keen), Maud-sense (The Gift of the Maud Pie), Cheesie-sense (Pinkie Pride).
Celestia, as an Alicorn, has the powers of all three races, including Earth Ponies. This doesn't necessarily mean all Alicorns have a special Sense. It could rather mean all Alicorns have a chance of having a Sense, the same chance as Earth Ponies have of having one. So while it's statistically unlikely for any individual to have a Sense, 1 Alicorn in 5 is fairly reasonable.
Also worth noting that Pinkie seems to be still learning all the tell-tale signs of her Sense. Considering that Celestia has had 1000+ years to learn hers, her future-predicting abilities are probably very finely honed.
This could potentially explain why her plans always seem so nonsensical and yet somehow work (see: pretty much every premier/finale): she's following her Sense. She might not even have a definite plan - just a strong feeling that she needs to do X, Y, and Z, backed by centuries of experience.
