Removing halters from other people's horses

Hello, r/horses

I want to ask you for some simple advice.

Close to my home there are two Shetland ponies living in an enclosure between two parking lots. They are very friendly, so I stop by for cuddles several times a week when I happen to pass. I never go inside the enclose, I just pet them over the fence. I have tried asking around in the area to find out who owns them, but no luck. I have never seen anyone else near them. From the state of their coats it is clear that they are not brushed/handled very often, which is not unreasonable for an outside horse.

For the last three weeks however, they have been wearing their holsters every time I've passed by. Now, both ponies have lost almost all the hair where the holsters are, and I am really worried it will turn into proper chafe wounds very soon. It is getting worse every day.

Would I be an asshole for taking the holsters off and putting them on the gate to the enclosure?
