Recommendation for water buckets when you can't have heated buckets?

Due to the electrical load needed for heated buckets, the barn owner has requested we not use them. The barn is actually very well insulated and fairly comfortable, but based on the weather the last few days I'm worried this winter we'll have issues. Right now, staying around 18 during the day and ~0 at night and the buckets just get a thin crust of ice that the horses don't seem to mind breaking through.

Most of us have your standard flat-backed Fortiflex type buckets. The only thing that I've seen which would work are the insulated bucket covers at SmartPak but I'm skeptical. Has anyone used them or have other ideas?

We're also having issues with horses not being turned out because they can't keep the troughs unfrozen for more than an hour or two, and in that case they are too far from a power source to even request a heater.
