I'm struggling with this saddle. Any tips appreciated. (photos)

Someone gave me an old, long-unused saddle that I've only used a couple of times so far. It has a design difference that I haven't quite figured out yet.

So every saddle I've ever dealt with had one large prominent rigging ring. This saddle's ring is small and narrow and separate from where the latigo is attached. Photos here: https://imgur.com/a/1pHZBOn

So I've been tying it off in the ring to the right, because I find once the latigo is through the ring twice, and getting tight, it's tricky to tuck the strap through two more times. Is it OK to do that, or is that second ring designed for something else?
