Who would raise Flurry Heart if Shining Armor and Cadance were both killed/turned to stone/otherwise permanently incapacitated?

I see 4 major contenders:

1. Celestia and Luna

2. Twilight.

3. Shining Armor's parents.

4. Cadance's adoptive Earth Pony parents (who we still know absolutely nothing about, but whatever)

Which do you think is the best choice? Who do you think Shining Armor and Cadance chose in the event of an unfortunate situation?
