How exactly does Equestria's government work?

Looking at what hints we have of Equestria's government, it's a bit of a confusing hodgepodge of systems:

  • At the top, appear to be the Royal Sisters who seem to have more or less absolute power.

  • There are nobles and secondary royals - Fancy Pants, Blueblood - but exactly what they do isn't totally clear.

  • Towns and cities appear to have Mayors - presumably elected.

  • Secondary Princesses occupy varying roles, from "bookkeeper and local educator" to "ruler of an allied/subservient rump state".

  • There's also the "Duke of Maretonia", although it isn't clear if he's local or foreign.

There are also some important questions about how easy it is to reach some of Equestria's more remote areas. Sometimes they seem to be just a train ride away, but other times they're a major endeavor to reach. This has significant implications for how governance of regions distant from Canterlot would work!

So, with all of this in mind: What are your thoughts on how Equestria is governed? Parliamentary system of representation, or feudalistic? Do the Royal Sisters have lawful limits on their power, or merely the practical one of 'how far can you go before someone revolts'? Are there elected regional governors, or does nobility fill that goal? How do they manage governing of non-pony populations or holdouts within Equestria's borders? What legal powers does Twilight actually hold as a princess? Has any of this changed over the centuries of alicorn rule?

Feel free to answer any of these questions or just present your entirely unrelated own ideas!
